Dr. Ursula Prall
Dr. Ursula Prall focuses on legal aspects related to the promotion and the use of renewable energies, and is specialised in the fields of constitutional, environmental and planning law. Her main work area is the promotion of the use of offshore wind energy, including the related problems concerning grid connection and grid expansion. She advises project developers and plant operators and has many years of experience in advising and cooperating with state authorities at the federal and state level.
Career path: Graduate in law at Hamburg University, 2000-2004 research associate at Hamburg University, 2004 to 2012 lawyer at the Kuhbier law firm in Hamburg, since 2008 as partner, since 2013 partner at the law firm Becker Büttner Held in Hamburg, from 2007 until 2014 Managing Director of the Offshore-Forum-Windenergie, since 2014 Chair of the Offshore-Forum-Windenergie, since July 1st 2017 she is the Chair of the Executive Board of the German Offshore Wind Energy Foundation.

Jörg Kuhbier
Jörg Kuhbier was a member of the Hamburg Senate from 1983 to 1991, where he was responsible for environmental, supply and disposal matters as well as for energy policy. After his time in politics, he became an independent lawyer in Hamburg. Since 2013, Kuhbier has been Partner of Counsel at Becker Büttner Held Rechtsanwälte Wirtschaftsprüfer Steuerberater with a focus on energy, environmental and planning law. He is also a member of the Hamburg Constitutional Court, a board member of the Verein zur Förderung der umweltrechtlichen Forschung (an association promoting environmental law research) and chairman at Internationalen Umweltrechtstages Hamburg.
