DECOMMISSIONING: "Conditions for Sustainable Decommissioning of Offshore Wind Turbines" - NATUUR & MILIEU, 2024

In light of the exponential expansion of offshore wind energy in Europe, a previously marginalised yet increasingly urgent question is coming to the fore: How can the decommissioning of offshore wind farms be designed in an ecologically, legally, and materially sustainable manner? The report "Conditions for Sustainable Decommissioning of Offshore Wind Turbines" addresses this complex issue with analytical precision and political relevance.

Against the backdrop of ambitious European expansion targets, it becomes evident that not only the construction but also the dismantling of such infrastructure must form an integral part of a responsible energy transition. The report critically examines the currently prevailing practice of complete removal of all offshore structures and contrasts it with a conceptual framework for an ecologically and circularly oriented "sustainable decommissioning".

Through well-founded recommendations to policymakers at both EU and member state levels, the publication illustrates how biodiversity goals, material cycles, and regulatory frameworks can be aligned. It advocates for a paradigm shift – away from blanket removal obligations toward context-sensitive, scientifically substantiated, and ecologically sound decisions regarding retained or reintegrated materials.

In doing so, the report not only makes a substantial contribution to the ecological advancement of offshore energy policy but also serves as a catalyst for interdisciplinary dialogue among wind farm developers, ecologists, legal experts, and political stakeholders.
